French and Italian Regulators Submit DLT Recommendations to European Commission

French and Italian market overseers, AMF and CONSOB, have proposed revised rules to broaden digital ledger testing, allowing for a more flexible and efficient regulatory framework. The recommendations aim to encourage the integration of DLT into existing market infrastructure and support experimentation.

Under the Pilot Regime, participation remained low, and implementation was slow. The proposed changes include adapting the framework to accommodate larger-scale projects, raising eligibility and capitalization limits, and expanding the scope to include a wider range of financial products.

The regulators emphasized the importance of developing interoperability between DLT infrastructure and traditional financial systems, advocating for common standards at the European level to simplify processes and promote market awareness.

The European Commission is expected to consider these proposals, and their outcome may influence the adoption of blockchain and DLT across the EU, potentially paving the way for future experimentation and integration.
